Adult Education and Democracy in Czechia and Slovakia: Discontinuities, Policies, and Civic Challenges

The article focuses on the relationship between adult education and democratic development in Czechia and Slovakia after 1989. It argues that, despite the prominence of lifelong learning in policy discourse, adult education has remained a marginal area, particularly in its civic dimension. Drawing on a historically informed and comparative perspective, the analysis highlights discontinuities between earlier traditions of civic-oriented adult education and current developments. In Czechia, adult education has lost institutional coherence and is largely framed by economic priorities. In Slovakia, a more comprehensive legislative framework has been established, yet participation remains limited and socially uneven. The article situates these trends within processes of depoliticisation and the weakening of civil society. It concludes that the democratic potential of adult education depends less on participation rates than on its content, goals, and social embeddedness.
