Exogenous shocks and international researcher mobility

The guest article analyses the impact of two major exogenous shocks - Brexit and the pandemic - on international researcher mobility. Their mobility was evaluated using bibliometric data from the Scopus database to identify changes in the allocation over time of the country of residence of the academic authors under review.
The findings show that, while Brexit did not cause a decrease in mobility, it was nevertheless a turning point. After 2016, the United Kingdom evolved from a net host to a net sender of the researchers considered here, with rising outflows to the EU and increasing ties to non-EU countries such as China, India and the United States. Meanwhile, the pandemic significantly impeded international academic mobility in 2020 and 2021; even 2022 only saw a partial, asymmetrical recovery in the aftermath of Covid-19.
The two exogenous shocks under evaluation thus had a substantial impact on the global mobility of researchers, transforming their academic associations and mobility patterns.
